The album "Crash of '47" is one of very few new albums (2004) that I can listen to all the way through and love every song.
This song stands out for me, as quite a sad song about someone who's friends drowned. This is the most easy meaning to the song, however it could mean something else.
Certianly this verse suggests this:

There I saw my friends all god damn face down. "
All his friends drowned, however i don't know if they did it on purpose..
