As usual, no one here is actually talking about what this song means. This song is another stand-up-for-your-rights to Marley's fellow Jamaican Rasta brothers. This song is addressed to the government or ruling class of Jamaica, the people who suppressed Marley's brothers during the time this song was written. He's telling them that God will judge you based on how you treat us, and "could you be loved?" and "say something" are ways of asking them to change their ways.
