Well, either this song is an obvious song about masturbation, which I think it could be on the surface, or else its the sentiments of a father, to his newborn baby boy. Both seem to fit, to a degree. A couple things that could lead the listener in either way:

It could be a phallic reference for these reasons: why introduce a baby boy to a baby girl at this age? Why is he happy when the baby is crying? Why would he be happy when the kid throws up on him? Unless he's so overjoyed with being a father, that he loves even the unpleasantries involved. This song sort of goes along with "Earn Enough for Us," where he talks about his fear of not being able to support his wife and their unborn child.

I'm sure its sort of a joke to Andy Partridge -- mocking the establishment with an endearing song about penile-worship, just to turn around and say, "Its really about the joys of fatherhood, get your mind out of the gutter," to anyone who would call him on it.
