Simple... it's about the fear of terrorism in America.

"We" is the government. A referance to Republicans' attempts to use American's fear to insert prayer back in public education.
"We've got to save Ginny Weasley from the basilisk"
"We", the government, can save your children from the monsters of the east.
"We've got to save the school from that unseen horror"
Let Christianity back into school, lest the threat from Muslims creeps in and destroys the country.
