to me, it's about being involved with someone far away, be it emotionally or physically, and she cares a great deal about the person, but she's frustrated and longing for things to happen NOW rather than LATER.
the bit about the phone call in the beginning seems to be an illustration of the fact the person is hot and cold with her, possibly cancelling plans to see her, saying "we can do it later," and she just wants things to happen when she KNOWS she has the chance, rather than rescheduling them for a later unknown time.
this song is her plea to the person letting them know how she's feeling. it's saying that all the waiting, well, it may be setting them up for something good in the long-run(you know, the whole "someday, things will be better" thing), but meanwhile, RIGHT NOW, she's only getting lonelier from all of the waiting around.
this is one of my favorite rilo kiley songs. great melody, and yeah, I agree... I like the contrast between the music itself and the lyrics. the combination gives it a sort of desperation. =P
