Officers wanted to form a union, in hearing of this Edwin Curtis (police commisioner) ammended Rule 35 of the departments Rules and Regulations by barring officers from creating a union. on August 26 and 29, 19 officers were on trial for breaking Rule 35, including the president of the union and other members.
