This song, to me, is about a guy who was screwed over by a girl while they were dating, she always used him up and spit him out.
She's come back into his life in one way or another, and he's in a position where he theoretically could hurt her, but as he states in the song, he would never do that. He loves her, even now, and he doesn't feel she owes him anything.
He seems to have some hope deep down things may change for the better, that she WILL outgrow whatever is making her behave the way she does... but in the meantime, he'll wait, listen, and try to be a strong person in the face of all that's gone on.
