I think this is again about Heroin (also called the Horse). I think this is about him calling a lady friend to bring some over, It starts with a phone call:

This is describing the physics of a phone, "14,000 times a second" is 14KHz which the is frequency of the audio on telephones. "The speaker moves, Magnetism pushes, The impulse through" The phone speaker is a magnet that relays pluses into sound "I can't generate that frequency What the sound pressure level means"

Then into her coming with the Heroin, "She came pushing sixteen horses ". Pushing is slang for Drug dealing and Horse is slang Heroin.

This next part is about her arriving and him thinking his girl friend is watching him do that which he knows he should not do:
