Because an album has commercial success doesn't mean it's pop music. In this day and age, there's a very not-so-fine line between an album being popular and being pop music.
This song has definite anti-war overtones (as do several songs on The Offspring's self-titled album) but it goes further than that. It's questioning why leaders feel the need to let pride get in the way of rational judgement sparking conflicts that don't need to be started. The part that seems to hint at it being about love in a traditional sense represents love and peace in the world and our inability to reach it.
