I think he's basically saying that we're accomplishing nothing but our own defeat for the sake of a hopeless aim at liberty, that we've already sought, and claimed, and still no one is willing to accept. Futility in the constant attempt of alleviation from friction, but instead creating the reverse effect, and pushing ourselves further from our intentions, losing more than gaining in the process.
