I definately agree with what everyone else has said, that the song was a way for him to deal with his friend dying and maybe just try to connect with him. He keeps making references like "you can't save me...I'm turning off". He makes it sound like he is the one with the disease but maybe he is just telling how his friends illness affected him, to the point it felt like he was dying.
Like what I Heart Thursday says, I think when Geoff referes to "the capitol" means the hospital.

Obviously that means death, like even the nurse trying to help can't do anything.
