I think the song is commenting on the general close-mindedness of adults, and how we're so set in our ways and oppose change. So yeah, the Starman could be the literal meaning (ie. he's an alien and wants nothing to do with most of our race) or he could represent change (for the better). That's my interpretation anyway.
