While it's true that the Christian world is often scared to step out into the secular world to reach out to it, the same meaning can be paralleled in this song for the other world. The secular world often does not want to come out of its "safe haven." Many people in this world believe that they are just fine right where they are and they don't want to move or change a thing, they're just content doing what they do on a daily basis. Nobody knows, nobody cares, nobody bothers to see what's beyond what they already have, to see if maybe there's more.
I think both applications work well, since this is obviously such a deep,multi-layered song.
This song is, in my opinion, the best on the CD, I just love it. It may be my favorite Project song ever, in fact. It's just that good. Like denmil said, if you don't have this CD, get it. It's one of the best CD's I've ever heard in my life.
