I always thought this song was about a confused friendship. The two people aren't actaully romantically committed to each other 'These bonds are shackle free', but they're still wrapped in 'lust' and perhaps there's 'jealousy' of each other's lovers. They feel that in the other's estimation they're 'always coming second best'. Perhaps they think that something outside can help them, 'ask the sea for answers', but they know they have to do it themselves.
