What Oball is referring to is that the song was originally titled "Let's Get Retarded" not "Let's Get It Started." The group did not want to play "Let's Get Retarded" at a concert, where the front seats of some shows frequently are reserved for disabled people. Actually I didn't know this, I always though that the front seats went to the most connected people and to the highest payers for tickets. But the Black Eyed Peas play a lot of benefit concerts, and at certain public places or benefits they may put the handicapped people in the most accessible area.
Only some of the lyrics refer to the "retarded" idea, which really has more to do with losing inhibition and not being afraid to let go, even if it means looking like an idiot. This is of course just a party song, kind of like Pink's "Get This Party Started" which is definitely more annoying than this song (Check out the lyrics to that song, now THOSE are real awful lyrics).
