He's putting on an act. He's not really sorry about his actions, but that's okay because she's not serious about leaving him either. They're just playing the "breakup" game where one partner threatens the other to get the apology and affirmation that he/she wants and the other one plays along and they have a merry little tiff and everything's back to normal in a day or two.
