Well Todd Smith of DFD quoted that alot of his material on this album he used the writing style of Neil Fallon (Clutch) just writing whatever sounded good.
Even if he did use that writing technique on this song, I would say it is about the many gay/aids protestors in the 80's demaning support from the U.S. government to search for a vaccine.
