I think this is about 'chavs' (it's hard to explain what a chav is, you just have to see them, if you want to see them, either go to www.chavscum.co.uk, or go to a British council estate and look for the people in tracksuits). So many of the descriptions fit, for example, they love to hang out on street corners, listen to gansta rap, try and act like cockneys (hence the 'two sugar lump it' line), to talk themselves up, and just in general act like prats. In all honesty, this could apply to any British city, but King Prawn are from London, so London it is... plus, as far as your average chav is concerned, the ideal way of life is to impersonate the Londoners they see on TV, ie. Frank Butcher or Del Boy Trotter.
