I think the song is about the difference between the people that do drugs and those that don't do them and are just pathologically afraid of them. That kind of person is "just a happy robot", living on a hill of beans, thinking that life is in someway perfect without drugs. It's also about how these people aren't really all that different from what they despise.

"Don't forget to remember The devil's got pills in his eyes Look, laugh, but don't touch " Just goes to show the way people are just afraid of drugs and will do anything to avoid them.

"Cut you down to size " and the following two lyrics, I think, go out to express the way people's prejudice will simply make them try to take you down to their own level of understanding.

"My girl's all out of focus " "Daddy got his gun loaded " Are both ways of expressing the state of being high.

And last, but not least, the chorus "You would know" is in fact a mockery of people who believe they know and understand the problem, but are generally just afraid to look at it with an open mind and treat it as if they were looking into the devil's eyes.

ya that makes sense its lame that every song has this drug reference but on the other side if you are telling a story or analyzing the song its like either way you want to look at it
