The line "We're the regulators that deregulate" should be proof enough that this song is about our government and the situation in Iraq. That lyric is particularly interesting for two reasons: 1) It embodies the sense of American hypocracy that "Cigaro" is about and 2) it summarizes the point that System of a Down's been making since their first album - that our leaders dictate the affairs of foreign countries while allowing corporations and other entities to assume control over the American public.
