Not sure if it's an indirect reference to Lane Frost especially sine he died in Cheyenne as well.

To me, the song is about a woman losing it because her cowboy man because of what she had told him before he left.

He wanted to ride the bull "no man could ride" and "promised her he'd turn out" which is another way of saying he promised he'd come back to her during their fight after she found out what he was planning on doing-

"When he told her he was ridin' She said then I don't give a damn If you never come back from Cheyenne"

She now feels unimaginable guilt because she feels as though his death is her fault. It's like in the movies or TV when someone says "I hope you die", not really meaning it and having it be only a figure of speech to show anger and/or disgust, and the person really does pass away.

"And to this day they claim That if you go down by the water And see her footprints in the sand 'Cause every night she walks the beaches of Cheyenne "

is a reference to the fact that her ghost now haunts the beaches of where he passed away, Cheyenne.

Basically the woman was so overcome with guilt at what she said to her man ("I don't give a damn...") that she committed suicide by drowning herself and now her ghost haunts the place he passed away at.

The reference to the "beaches" of Cheyenne is a metaphor, refering to the fact that they lived in California; "all the dreams that they'd been living, in the California sand, died right there beside him, in Cheyenne", there are no beaches anywhere in Wyoming, including Cheyenne. Wyoming is several states away from any ocean. So she doesn't haunt the place where she died, her spirit mourns her lost love where he died, in Cheyenne.
