I think this song is about religion. That's what Brian means when he says "the light".
When you think of all the world's religions and how a lot clash, it does seem to divide everyone in the end.
"every mink walks two by two" is obviously referencing Noah's ark and "we gamble to be born again" is speaking of reincarnation, I believe.
"Any means in your horizon Heaven in a tourniquet"
If it makes you feel better go ahead and believe in it.
"The after life to keep your eyes on"
Everyone's just worried about where they go when they die anyway.

For some people, all this religion stuff can be scary -OR- they are forced to believe in it, just like Brian was.

They try to make it seem so perfect, but when looked at how it ends up affecting the world, it really isn't (ergo, the chorus)
