i personally think this has to do with someone that daryl cares about, but they won't convey the same caring back to him. i mean, when he says "don't say i don't cut when i do" is the person denying his influence on them, but he knows that they are just lying. the person is being bombarded with other people trying to get their attention, but he is still the one who 'cuts' the deepest. in the other person's heart, they know that he is the one they should be with, and he just wants they to stop bullshitting and admit it.
that is just my interpretation, maybe it'll make sense to other people too.
