From the context of this album, It appears to me that Maynard is playing the role of the American government. After 5 tracks of anti-war /anti-govt, the line "I need more, I need more" can all too easily be heard as "I need war, I need war" (or any combination of the two). When interpreted in this way, the rest of the song falls into place (Don't ask why we REALLY went to Vietnam/Iraq, etc...)
