I agree with slayerofpop, I agree, the song is about Timothy McVay (although most of it, could apply to any terrorist), but I disagree with the Osama Bin Laden link.
I don't think Randy is talking about two seperate people, rather, he is describing the way that the same guy views himself. He is from Oklahoma (down south soldier), but he also believes that, due to the way the government has raped the land he loves, it has become a third world, of sorts and he views himself as a latter-day savior, for the people that the government has betrayed.
I feel the part about "Stick to your guns, The difference is mine are loaded", is about how the government keeps making excuses and empty promises, to justify the way that it treats the people, all the time knowing that there is no truth to any of it, while he has total conviction in what he is doing and that, this is what makes him (and indeed, all terrorists) so dangerous, they feel that the path they have chosen, was no choice at all, rather it was forced upon them, by a ruling body that was unwilling to bend in it's totalitarian rule over the people and that has stripped them of all but their skin, leaving them with no other option but to strike back.
