This line reminds me of an STD. Herpes, actually.
I'm not trying to be funny or an ass or anything, and I'm not saying that's what the song is about, but it does make me think of that.
When the Herpes virus is domant, or "asleep", it pretty much just sits in a bundle of nerves at/near the base of the spine of the infected.
And of course, it's there for the rest of your life.
