This song is so great. I was appalled when I saw that the lyrics weren't on here. I'm 14, and a left-wing liberal. This song was written post-9/11, and it is one of Sonic Youth's deepest, most clear messages. See, their studio is on Murray Street, only a few blocks from the Twin Towers, and they couldn't go there for quite a while cause of all the dust and smoke and danger.

Here they're taking the standpoint of a relative of someone lost in the towers, and they are hoping that that person will be found...or if he/she is not, then they are looking for a sign that he/she is OK and at peace.

Now rain on tin"
This is the rubble and debris and everything falling, beating on roofs. Perhaps they used rays of gold to represent the great things the WTC stood for. Rain on tin would be the debris rainging down, hitting roofs.
"Gather 'round,
Gather friends"
Surround yourself with your loved ones, because you don't know when they'll be gone.

Never again."
This means to be strong. We can totally hold our own against terrorists (WITHOUT HAVING TO INVADE INNOCENT COUNTRIES LIKE IRAQ THAT HAD NOTHING TO DO WITH THE ATTACKS), and if we don't show that we are weak, if we band together, and unite our goals and ideals, then nothing can affect us again.
I think the lyrics "we all hope to signal kin" and "gather round gather friends" are more likely referencing the fact that a lot of New York friends gathered at Kim and Thurston's place in Northampton in the days after the attack. Jim O'Rourke was so freaked out(he was actually in the studio on Murray St during the attack) he stayed at their place for several months.
