I think this is about someone who really loves the other person but they've been cheated on. They want to say that they still love them but they just can't bring themself to say it because they've been hurt so much. I think the first verse is the admittance of the unfaithful lover- "It disgusts me that I could be so petty and weak" They are sorry and the other person wants to accept that, yet there's this part of them that just can't say those words of forgiveness.
