Petty wrote this album following his divorce. I take it to be a kind of reconciliation with his ex-wife who he really did love but realizes that it wasn't meant to be. He is bascially telling her he never has found another person who compares to her, and that she needs to move on, go find a lover, but please stay close to him in her heart. Its basically just a love song to someone who he knows he will never be able to be in a relationship with, but he wants her to be happy and free. I think this is a beautiful song and i feel this way about past loves. It won't work out with us but you are a wonderful person and I will always love you, is basically what he is saying.
