I agree too, this song is by far one of the best, Regulator too is great.
I don't really know how this song ties into the theme of the whole CD, where the Conscientious Objector Wormdrink is fleeing from the evil Blast Tyrant and his ship the Swollen Goat. Wormdrink himself is just that, a conscientious objector that doesn't want to fight the war for his nation, run by the War Monger (Blast Tyrant). Once over I am not sure how Eulogy for a Ghost plays into this, but here's my interpretation of it.
A greedy tax collector and a vile Wife plan to kill her husband in order to gain his inheritance. This is stated supported by a wooden coffer (or small vault/moneys) being handed to her after the silent prayer (his burial).
It seems that they had just killed the husband that morning (who has this morning given up the ghost). The fact that the creditor helped her is supported by the "repossession of his silver eyes, and in the potters field he lies."
More toward the end the ghost comes back to realize what has been done, and he does not find peace. His wife sleeping with the creditor in their own bed.
"The Sons of Cain receive no reprieve" - The commiters of this murder will not have to pay for their deeds.
