i think when he says "i never noticed, how lovely were the aliens" he means that throughout his life he never noticed anything that was out of the ordinary, ie aliens. to him, finally noticing and seeing the stranger and more out there things in life is such a "lovely" thing. the whole "moving on" over and over part is probably about scott trying to get off of drugs and so many other things and that now is the time to truly move on after all the addiction.
