I think this is about someone who's dead to the world, from the perspective of someone who knows them by acquiantance. This person is always criticising, always finding something wrong with the people they see, but really, underneath the mask they put on, they are nothing. If they aren't able to criticise someone, there's nothing too them. The narrator despises them, but pities them all the same.
