Sorry guys, I think you've missed it. For a while some of the guys in nofx where straight edge. Whether they're making fun of it or just remembering being edge this song is actually a remake (not a cover) of "Out of Step" by Minor Threat in the early 1980's.
There are several obvious clues to this. First, compare "I'm all outta angts. Society don't bother me" to "I can't keep up. Out of step with the world." Next compare "no cigarette, no drink. In fact it's difficult to think about getting laid...." to "(I) don't smoke, don't drink, don't fuck" Lastly, during part of the song by Minor Threat, lead singer Ian MacKaye comments "These three things, that are so important in the world. I don't see much importance in them whether it be fucking or playing golf." Fat Mike changed this to "don't get to golf, or fuck, or bowl with ya." The original song is about being sick of the self destructive North American soceity, perhaps explaining why Fat Mik refers to two completely different areas of the world where life would be so different (better?).
Anyways, I'm pretty sure that's what this song is about.
