It's the desire to right the world again, however, not having the selfcapacity to do so. It speaks to a specific number of people in a realistic way today. Those who follow life as the world gives it to them, instead of taking charge of it, in this postapocalyptical world.
I would refer to this as my personal "fall from grace" song. The kind of song I could picture in a movie of someone committing suicide in really slow motion as it panned to other characters in the story. I don't know that's just me.
