Well obviously this is like a guy out with his girlfriend and she doesn't want to leave a tip. But the guy is like, "Come on, just give her some money." Basically he's saying we all should all look out for eachother.
But I note tension between the couple too. That's why the guy says "some fucking change!" in a pissed off way. And he said everbody's good enough for some change, maybe looking at the girlfriend and thinking, "even YOU are good enough for some change", although he's probably not sure why really.
