I interpret it as someone he would really like to be with, but for some reason or another she/he (gotta be politically correct) is unattainable. The first lines, "eyes glazed over another daylight dream cutting kisses from invisible lips..." and "I taste your name in the sky, in the sun, in the stars..." make me think that he is creating scenes in his head of a relationship, but in reality it will never happen.
