I think this song is about love. When it begins, it "feels like heaven" because it's the greatest feeling one could ever feel. But then when things go downhill, things start to go bad, and how love no longer "feels like heaven".

"I have been here before" could be that she's been through love before and she knows what it's like to be and fall out of love.
