I think this song relates how a person knows someone for a long time, and then finds themselves falling in love with them... I think this because I've been in the situation myself, so it sort of relates that sentiment, to me at least...
The line "Doll me up in my bad luck" seems to say, "take notice of my faults, see who I am, but realize that there's more to me than my past indiscretions"...maybe it refers to how he probably screwed up in the past, and wants to reconcile with the other, like in the lne "I'll meet you there..."
