I think that she wants to stop but she needs the attention of guys so she will date guys she doesn't really like and ends up only dating them for a very short time. It's hard to tell though, some lines make it seem like my version and others make it seem like the first comment's version. Maybe he wrote it for both situations and you can apply it to whatever situation you've been closest to.
