i could be totally wrong but after listening to this song several times i kind of paint a picture of the author (chino) being out somewhere and under the influence of alcohol. the tempo and vibe of the song is very different than the rest of the record, which causes it to stand out. the music sort of feels very sexual and erotic. i think the song is basically chino daring some one to try and pick him up. almost like an ego thing "you think your good enough for me? come and get some", like in those old clint eastwood moves where he challenges someone to pull a gun because he knows he's quicker and a better shot. so i just sort of get the impresson of chino being out, drunk or buzzed and waiting for someone to make a move. "spread your wings and sail out to me" kind of makes me think of describing a girl spreading her legs and inviting him in.
