I interpreted that since a hat is roughly circular, and a cirlce is a never ending perfection, Brian's mind is telling us about people who are in a never ending drug dream world that provides them glamour and everything they want, but they cannot get out. Once they are so far into the magnificent world of drugs, they no longer control the world, the world controls them, or "...the hat is wearing me..." so to speak.
On the other hand he could be speaking about the antichrist. Let me explain:Brian talks a lot about the antichrist in some songs as if he wants to be the one to become this man. His hat could be his halo that he wears as a disguise to draw people in. I got this from "...rabbits's just a monkey in disguise...".

I don't have a hard time believing this when I take a look at the state of the professing church today. Even though I don't endorse Marilyn Manson, I see some of the hypocrisy in the professing church that he takes issue with. Much of what passes as "Christianity" in the west has little to do with what Christ actually taught, but is based more on psychology, postmodernism or a mixture of both. On top of that, there is a false theology in the professing church known as king dominionism, which promotes the false idea that Christians are supposed to take over the world. If that is not a setup for "Christians" to follow the Anti-Christ while believing that they are following the true Christ, then I don't know what is.
