Aside from this song being incredible (especially the amazing sax solo), I do agree that it is most likely about the early American space program. It appears that the people singing represent America with their space program in it's infancy and how it was kind of lost until one Wernher von Braun, who is represented by Julie, came along and really kickstarted the program into high gear and made it the most advanced one today. I'm not sure if every Pain song has such a meaning to it (or if I really even got this one right), but they're all great.
