I don't really like Garbage that much, but for some reason this song strikes a chord with me.
It's told from the pov of someone who knows what's going on between some guy and a lady. The guy is a loser/not of the type for this particular girl that this guy is really interested in. However, he is pursuing him with a particular intensity and niceness, and the girl can't stand it because she feels bad for him, but she also doesn't want to go out with him... so going further is only going to cause a lot of crap for everyone.
I don't think it's about a bad relationship or anything, because the song is said in such an admonishing tone that it seems like the speaker really has some sympathy for the guy... but he just needs to let it go.
