To me this song seems to be about a personal experience of growing up and becoming confused or lost in the moment. It seems as though the subject of the song has almost left home and has come to a city and is now lost. The moment of being lost in a city with nowhere to go is so overpowering for him "He sees streets Waiting for him to decide ". He doesn't know where to go, or what to say, he's flustered. "And I know the sound of panic
And I know emergency
And I know I've planned it like a battle
But when I'm done shaking I'll be simple ". That part there seems to be emphasising the scariness of being out in a new situation that he's not familiar with. When he's done worrying...everything will be ok, but for the meantime he "And he sees the buildings waiting
He sees them tired and leaning on each other ", and he is forced to grow up and figure out the confusion of being alone and in a new sitaution.
