Vera Lynn was a very popular British singer in the 1940's during WWII. In this song, Waters is refering to her song "We'll Meet Again", in which Vera says "But I know we'll meet again, some sunny day." In this song she was basically promising all the soldiers at war that they would...meet again...some sunny day...and, to me, Waters is just wanting to know when exactly this whole war is going to be over because it seems like there's no end. Well, I think your close, but Waters is (at least I think so) talking about how the promise is empty. Pink's father is portrayed to have been in a war. WWII we are led to guess since the Pink character is supposed to be a mix of Syd and Roger. They were both born toward the end of WWII, Pink perhaps a little earlier, and Water's father was killed in a WWII battle. I believe Pink's character's father died in WWII too, and Vera's promise seems empty and almost like a lie. "When will I meet my father again? When...
