The Clarks are from Pittsburgh, Pa (as am I). Some of the lyrics are reflections of thier hometown. "Fayette County" is to the southwest of Pittsburgh. "Big hair" (like that from the '80s) is still, well, big in the area.
What does it really mean? Heh. I really have no idea. I've always thought that the entire song talks about odd and end things in the area, some that I don't recognize. When I hear of it I get homesick for the Golden Triangle, the Pirates, the Spagetti Warehouse in the Strip, trips to Century III, and the Regata.
