I think this song is about how people can fall into a life that they don't really want, and even though they long to break free of it they just can't seem to build up the courage to take that exit and get out. The line "A million times a day he goes driving past that exit sign" is saying that there are plenty of oppurtunities to break free from this monotonous existence, yet he can never bring himself to sieze them and make a change. Or at least, that's what I get out of it anyway.
