He wonders why there is always so much fighting in this world, and states, "You are my brothers, each one I would die for." He just wishes the enemies would just wake up and just let it go. But he'd rather just surrender and die than fight through or try to put the conflict to an end. The statement "Remember what we play for" means he'd be telling the remaining soldiers to remember what they stand for but to just give up, which is why I'm glad he won't run for President.
