In the absence of a better explanation, I think this song is about a schizophrenic having a self-aware moment and trying to silence the voices in his head, only to hear the voices say more or less "we're here to stay and you're not going to get rid of us..." I base this on the lyrics "Sit down, sit down, 'cause you won't get away for the rest of your days, sit down...as we relive our lives in what we tell you...let us relive our lives in what we tell you". It's like the voices are saying, don't try to silence us, let us relive our lives in your head, listen to what we say". The images the song evokes in me makes me think of the movie "A BEAUTIFUL MIND" with Russell Crowe, and his character's struggle to quiet the voices and people he saw and heard. Perhaps the character in the song is in a mental institution, The Home By The Sea.
In the first part of the song, the chorus goes, "Help me someone, let me out of here...then out of the dark was suddenly heard...welcome to the Home by the Sea". The man is saying to the voices that he doesn't want to hear the voices anymore, and to his displeasure a voice says "welcome to the home by the sea".
The lyrics "Images of sorrow, pictures of delight...things that go to make up a life...endless days of summer longer nights of gloom...waiting for the morning light...
scenes of unimportance, photos in a frame...things that go to make up a life " seems to show the variety of emotions and types of "personalities" of the different voices/people the schizophrenic sees.
But, one alternate theory came to mind, although I doubt that it is correct; the song could possibly be about HELL and what a man might see in HELL..."shadows but no substance, in the shape of men, round and down and sideways they go, adrift without direction, eyes that hold despair, then as one they sign and they moan".
I doubt the latter theory is correct, because the title doesn't make much sense then. Home by the Sea in Hell? Unless it's an obscure reference to the Lake of Fire, I don't see the Hell theory as plausible.
