I think this song may be about criminal interrogation, but that's just based on the first line. I think the Wolverines are the people who commit the crimes. These people having families, (their puppies) and the out-of-towners watching the police go against them and execute them. And scattering the seeds where the winds and weeds probably is a way of saying trespassing.

Another idea is, since the Residents wrote this after 9/11, it may be us bombing the afghans. And everyone had their TV set to watch it (out of towners and their children watched us as we went to kill some) And the out of towners would be also the people out of New York, or even other countries. And perhaps scattering seeds is scattering bombs.
